Bernard D. Cole is a professor at the National War College in Washington, DC. The author of two other books, he was a surface warfare officer in the U.S. Navy for thirty years.

A look inside the book

P.1 "The high point of naval development in imperial China probably occurred during the Song Dynasty (AD 960-1279) as part of a 500 year period when China deployed 'the world's most powerful and technologically sophisticated Navy'. The army organized fleets composed of several hundred warships and supply vessels in time of emergency; indeed, a fleet deployed in AD 1274 totaled 13,500 ships." This chapter explains why and how China failed to achieve super power status. During the last 60 years, China has purchased ships from Russia including subs and an aircraft carrier.
Chapters 2 and 3 discuss China's territorial disputes with all its neighbors (and there are some very interesting ones) and China's concern with protecting its oil supply from the Middle East. Included are plans for supply ports and loading and discharge of cargo in ports on either side of India. Rail lines would connect to western China. (There are far more details in the fascinating book "Monsoon" which I have reviewed.)
Chapter 4 details China's overall strategy including the Navy. I did not find this very interesting but you might.
Chapter 5 describes all the vessels currently in the Navy. Someone interested in the potential for war would be fascinated and probably get some questions answered.
Chapters 6 and 7 focuses on management and training. They also discuss China's potential adversaries.
Chapter 8 deals with strategy against Taiwan, Japan, India, and Vietnam.
I found a lot to interest me in the book and I found some portions that did not. I think the best approach to looking at China's future is to combine this about the Navy with "Monsoon" which not only discusses the land situation but gives you a look at India, Pakistan, Burma, and Bangladesh. It is probably your first exposure to what is not discussed in American news or colleges.

Informative but not without flaws

Overall decent book with a lot of good information, but I took issue with some of the repetitive writing, particularly in the latter half of the book, and also note that this edition, while prescient in some ways, is already showing some age in others. I was particularly interested in how the authored laid out the historical development of China's Navy, and his assessment of the PLAN's personnel and training issues. I think these chapters would be of interest to military folk interested in better understanding a potential adversary. The latter chapters on strategic planning and challenges, while useful and informative, often saw a lot reiteration of previously stated arguments. I found this to be mind-numbing by the time I finished the book.

Good overview

Good overview of the situation. I was most interested in the contested seas and the information on the Chinese hardware, both of which were well covered. I understand the importance of things like training, but I skimmed those chapters as they were not of as much interest to me.
